Protecting your family from cruise recruitment scams

The Indian maritime recruitment ecosystem is plagued by fraud. The Directorate General of Shipping publishes fraud circulars regularly; the 2026 Mangaluru case (₹4.1 lakh lost to a fake Instagram cruise recruiter) is one of many. Wings refuses to be silent about this.

5 red flags

#1 — "Pay us upfront and we will get you a cruise job."
Legitimate cruise lines (Norwegian, Princess, Carnival, Disney, Royal Caribbean, MSC) publicly state they never charge applicants. Any agency demanding upfront registration, processing, "training kit", work-permit or visa-stamp fees as a precondition of "guaranteed selection" is operating illegally. Report demand to dgshipping.gov.in and local cybercrime cell.
#2 — Fake Letter of Employment (LOE).
Forgery markers: no vessel assignment, no contract start date, missing IMO ship number, demands for upfront medical or visa fees as a condition of "joining", grammar errors, copy-pasted logos, personal Gmail/WhatsApp sender, salary figures wildly above industry norms. Verify by emailing the cruise line's official Crew Welfare address (sourced from the line's own website — never from the recruiter).
#3 — "This institute can issue your STCW for you."
No private hospitality institute can issue STCW. It is a statutory certificate issued only by DG Shipping–approved Maritime Training Institutes after a 7–10 day in-person course. Wings does NOT issue STCW and will never claim to. Any "institute" promising STCW issuance without an in-person course at an approved institute is fraudulent.
#4 — Pressure to pay within 24–48 hours, no questions, no parent meeting.
Legitimate processes allow time for due diligence. If an "agent" demands immediate payment, refuses an office visit, refuses a parent-present meeting, or refuses to provide a registered business address — walk away.
#5 — Recruiter not on the DG Shipping RPSL list.
In India, only Recruitment and Placement Service Licensed (RPSL) agencies licensed by DG Shipping can legally recruit Indian seafarers. The current RPSL list is published at dgshipping.gov.in. Any "agent" absent from the list is operating illegally. Wings does NOT have any RPSL tie-up — the student verifies and engages an RPSL agency of their own choice after completing the Wings program.

How to verify any cruise recruiter (4 quick steps)

1.Cross-check the DG Shipping RPSL list
Search dgshipping.gov.in for the agency name. If absent, walk away.
2.Check the cruise line's authorised-partners page
Princess, Disney, Norwegian, Royal Caribbean and Carnival each publish an "authorised hiring partners by country" page. If the recruiter is not on the India list, walk away.
3.Demand a dated registration certificate showing RPSL number
Photograph it. Cross-check against the DG Shipping public list.
4.Refuse all upfront cash payments
Legitimate processes bill the cruise line for recruitment costs, not the candidate.
